What is a public performance music licence?

It means a licence to perform, show or play a work in the public.  Public performance of music could be live (e.g. a concert), or by playing a recording (e.g. playing a CD / mp3), or by playing a broadcast that contains music content (e.g. playing TV / radio).  These business activities all require a licence from the right holders.
