I bought a CD / subscribed to a music service for music to be played in my business.  Do I still need a public performance licence?

Yes.  Those generally only allow you to consume the music personally.  Using music in a business requires another authorisation from the right holders.  If the use of music in your businesses involves dubbing (reproduction) and playing of music, licence for both activities is required.
